This is the normal way to write it.
It has the advantage of allowing you to complete all of the letter in one go so that if you do want to draw the line over the top of several letters at the same time, you can do so - the disadvantage of this that is that you might draw the line over a ਮ as well, thus making it into a ਸ.

This is another way.
Many of the Gurmukhi letters have a line that goes across the top and then down the right hand side - ਸ ਹ ਗ ਚ ਜ ਥ ਧ ਬ ਯ ਰ - with others starting the line downwards like - ੲ ਕ ਛ ਞ ਟ ਡ ਢ ਤ ਦ ਫ ਭ ਲ ਵ ੜ. You can find that you get into the habit of doing this so at some stage, you will probably do it by accident, if you are not already doing it every time.

There doesn't seem to be any particular advantage of doing one in preference to the other unless you habitually draw the line over the top afterwards, which would favour the first way of drawing this letter.
